Sir,
I have the honour to transmit the enclosed
paraphrase of a cypher telegram from the Secretary of State for
the Colonies and to enquire whether Your Excellency is aware of
any facts which support what appears, from the wording of the
telegram, to be a surmise of the War office.
For my part I know of nothing which tenda to
connect Germans who were formerly in German Firms in Hongkong or
the ex-employees, of whatever nationality, of such firms, with
seditious propaganda in this Colony.
